Is it just me...

... or is this just more empty words and dithering from Whitehall?

I agree.

Thing is, he was not in a position to effect change. He's only responsible for devolved issues since becoming First Minister.

Now, in the most unlikely scenario he will not be First Minister next time round. (And it's OK to think that, as I'm sure Prince Andrew has had the foundations of Buckingham Pallace and Westminster double checked). He will have had, I'm sure, coppies of the books to work on in opposition.
