local income tax petition

To the Scottish Parliament Petition's Committee

The Council Tax is a regressive tax that penalises those on low and fixed incomes. We believe that any form of taxation should be based on the ability to pay and call for the replacement of the council tax with a local income tax.

If you want to petition the Scottish Parliament you can do so directly. All the forms and guidance are available on their website. It only takes one person to submit a petition.

Once the petition has been accepted, the Parliament will set up an online petition on their website to gather additional signatures and comments. It's important to get as many constructive comments as possible.

The BBC Scotland Holyrood Live programme on Wednesday had a short minute or two on the woman working to keep the Parliament website up to date and she mentioned petitions can be submitted via the website. Its 50 mins in until 52 mins or there abouts of the 1 hour programme.

Most petitions I think if they even slightly rock the political boat of one of the ruling elite get given short shrift... now if you had a petition to put double yellow lines on roads 20 yards either side of MSP and councillors driveways... then that is the sort of non-political fixing that gets passed... well it worked for my local councillor.

Oh yes, a controversial petition is doomed from the start (I am about to lodge a complaint with the Standards Commissioner about the way the Independence First petition was handled) but it's a worthwhile exercise.

LOCAL INCOME TAX

I regret introducing a discordant note but the proposal for local income tax as a substitute for council tax is to be honest and blunt, an example of fiscal stupidity. The SEP has gone into researching alternatives to the Council Tax and there is only one which makes any sense - Land Valuation Tax = LVT. It is used in various "poverty stricken economies" around the World such as Hong Kong, parts of Australia, the USA and Europe. LVT is exquisetly simple to operate, adaptable to accommodate special interest groups and works on a much wider tax base incorporating loads of folk who are currently completely out of this particular tax loop. A basic rule is - broaden the tax base and lighten the tax load.

There is every way available to ensure under LVT that there will be no inequity - tax paid relates to tax affordable.

I agree that Land Value Tax is the best option, by a mile.

But LIT is still a shade better than the current property tax.
