Tax rebate for 'green households'
Almost one million householders could be in line for up to £100 off their council tax if they install energy-saving fixtures.
The scheme, revealed by environment minister Elliot Morley, aims to cut millions of pounds of wasted energy.
Sixteen local authorities in England are taking part in the project, with 40 more considering joining.
About £1 in every £3 spent on heating in the UK's 10.3 million homes is lost through poor insulation.
If all 880,000 homes in the 16 local authorities involved took part in the scheme, 193,000 tonnes of carbon dioxide emmissions a year would be prevented, said Mr Morley.
A home-owner must install subsidised cavity wall insulation through British Gas before they can apply for the council tax reduction.
A spokesman for the Department for Environment, Food and Rural Affairs said if a homeowner spent £175 to get the insulation installed, they would receive an annual average energy saving of £110.
Mr Morley said: "In a period of high energy prices, it is an opportunity to make major savings.
"Since 2002 around 10 million households - six million of them on low incomes - have benefited with the help of a range of energy suppliers across the country from warmer, more comfortable homes and lower fuel bills, with the added benefit of significant cuts in emissions of greenhouse gases which cause climate change."
Mark Clare, from British Gas, said 25% of carbon dioxide emissions came from the household sector.
"Consumer apathy means that customers are not realising the benefits of energy efficiency."

As far as I recall, most homes are incapable of having cavity wall insulation installed - it assumes two walls with a gap being placed between the inside and outside.
