Section 5 of the Scotland Act (Reserved Matters) states:
B3. Elections Elections for membership of the House of Commons, the European Parliament and the Parliament, including the subject-matter of
(a) the European Parliamentary Elections Act 1978,
(b) the Representation of the People Act 1983 and the Representation of the People Act 1985, and
(c) the Parliamentary Constituencies Act 1986,
so far as those enactments apply, or may be applied, in respect of such membership
so, as things stand, it's irrelevant what Nicol Stephens thinks !
It's a reserved issue

I'd say it's irrelevant to the political point, but I imagine there are some very young people who are taxed to the hilt.

(1) Five year olds are not exempt from paying tax if their earnings are suitable. I don't know where you're getting the contrary information from...
(2) If, say, a 12 year old goes into a shop and buys a computer game - he would very certainly be paying VAT on it, not his parents.
