WARNING FIGURES OVERLOAD!
A nitpicking point to start with... the vote for the Treaty of Union was 110 as can be just about read here, but the Noe's are given in some reports as 69 while in others it's 67. I believe I can read 69 names in the Noe's in this image.

Taking information from this following site, if accurate,http://www.answers.com/topic/list...scotland-at-the-time-of-the-union
gives 1703 66 Burgh Constituencies, 33 Shire & Stewartry constituencies,
1703 Total Constituencies 99; Burgh Members 67, Shire & Stew. Members 87 - 1703 Total Elected Members 154
According to one report the Votes were 110 For Union, 67 Against, and 43 Abstentions
http://www.alba.org.uk Clicking on Timeline for the pre-1707 Scottish Parliament gives Autumn 1702 First general election in Scotland since 1689. MPs elected: 100 Court supporters, 70 Jacobites, 60 Country Party.
Membership of the Parliament seems to be between 220 to 230 members.
Quantifying the Abstainers gives 17 Burgh Members, 18 Shire Members, and possibly 6 or 8 Peers or 16 or 18.(?)

The population of Scotland in 1707 (only very approximate) from this site http://www.genuki.org.uk/big/sct/population.html is given as 1,000,000 (1 million people).
What i'd like to know is how many votes the 69 Burgh & Shire Members of the last Parliament of Scotland that became Approvers actually received?
If they averaged as much as 200 votes each this could give a figure of 69x200=13,800. As a measure of the scale of the democratic deficit this would be Pro-Union Votes/Population = 13,800 approx./1,000,000 = 1.38%
Taking the 1832 election as an example.
From the book British Electoral Facts 1832-1999 for the most democratic election of its time in 1832 had a Scottish Electorate of 64,447 (of which 14,047 were in 16 uncontested seats) the Turnout was 85% with 98 candidates from the 2 parties. (1831 population estimate 2,364,386)
Electorate/Population in 1832= 64,447/2,364,386 = 2.725%

If anyone has access to more reliable statistics that disproves the conjecture that about 1-2% of the population ultimately decided the make up of the commissioners of the last parliament that voted themselves out of existance i'd like to see them.
