FRANCE MAKES BRITTANY A TARGET FOR TERRORISTS
On a visit to a nuclear submarine base in Brest, Brittany, the French
President Jaques Chirac defended his country’s costly nuclear arms
programme by saying that France must be in a position to retaliate
with a force of strength against any hostile state.
Chirac reiterated that there was no change in France’s overall policy,
which rules out the use of nuclear weapons in military conflict, but
did not say whether France would use a pre-emptive stike.
Recently the number of nuclear war heads in the submarines of the
French military has been reduced in order to develop a new strategy
of allowing targeted strikes against the leaders of states who Chirac
determined “would use terrorist means.”
No mention was made however of the high environmental and social risk
of using the capital of Brittany as one of France’s main nuclear military
bases. Last year two protesters boarded a nuclear submarine docked
in Plymouth, England to demonstrate how easy it was to gain access
to nuclear submarines – presumably a obvious terrorist target.

The Assises act as a forum for debate over the continuing threats posed by the French state to Breton language and culture, as well discussing reunification and autonomy issues.
Yves Lainé presented the report outlining the way forward with additional comments from Cultural Council President Patrick Malrieu and EBLUL France President Tangi Louarn. The report calls on the French government to take heed of the EU’s recommendation that the French state ratifies the Council of Europe’s Framework Convention for the Protection of National Minorituies and the European Charter for Regional of Minority Languages (ECRML). Mr Malrieu and various NGOs condemned the constant blockages to Breton language bilingual education from the French state.
Sunday featured guests from Catalonia, the Basque government, European Parliament Intergroup leader Dr Csaba Tabajdi, and Mr Yann Ber Thomin from the Breton regional government.
Eurolang asked Mr Tabjadi, considering the serious situation that the Breton language faces, whether the EU, particularly the EP, could do more to intervene on its behalf. Mr Tabajdi underlined the lack of power that the EU has to intervene in a member state’s internal policies. However, he did outline that the EP would be conducting a campaign for meaningful linguistic diversity across Europe. He added that France “diminished itself” when on the one hand arguing for more French usage while at the same time taking measures to eradicate its regional and stateless languages |
